All Americans now have access to health insurance under the Affordable Care Act — with the exception of the tens of millions of people nationwide who are unable to log onto state and federal websites to sign up.

The disastrous start-up of websites facilitating national health care last month fed the fire of "Obamacare's" opponents. Problems have plagued not only the federal healthcare.gov website, but also the websites established by 14 other states, none of which have been able to handle the volume.
